Beginning January 2025, the City of New Westminster will implement changes to its council meeting structure, placing greater emphasis on community engagement by starting meetings with delegations and presentations. Starting January 13, council meetings will begin at 6 p.m. with delegations addressing the council immediately, eliminating the need for them to wait until later in the evening.
Community members or organizations wishing to address the council must submit a “request to speak” form online, granting them up to five minutes to present their issues or concerns. Delegates can choose to participate in person at New Westminster City Hall or virtually via telephone or video conference. The city’s procedures allow up to 10 individuals to speak at regular council meetings unless a public hearing is scheduled for the same evening.
This change is part of a broader update to council meeting procedures aimed at improving efficiency and accessibility. Other adjustments include a revised meeting schedule for 2025 and procedural changes such as allowing the acting mayor to preside over workshop meetings.
Revised Council Meeting Schedule
Under the new schedule, council meetings and workshops will alternate on Mondays, reducing the number of workshops by two each month. The revised structure ensures a total of four council-related meetings per month, including regular evening meetings, closed meetings, and workshops.
The updated schedule aims to balance efficiency in handling official city business with the need to address strategic priorities effectively. Mayor Patrick Johnstone and Councillors Ruby Campbell, Tasha Henderson, Jaimie McEvoy, and Nadine Nakagawa supported the schedule, citing its potential to prevent meetings from running late into the night and ensuring a thoughtful approach to issues.
However, Councillors Daniel Fontaine and Paul Minhas opposed the schedule. Fontaine expressed concerns about the impact of frequent Monday meetings on those with full-time jobs and questioned the value of the workshops, suggesting that they could instead be held on an as-needed basis.
