The City of New Westminster is considering the implementation of the School Streets program to improve safety around local schools and encourage physical activity among students. The program would temporarily close streets in front of schools to vehicular traffic during morning drop-off and afternoon pick-up times, creating car-free zones.
The initiative was brought forward by Councillor Tasha Henderson, who highlighted traffic concerns raised by parents from Herbert Spencer Elementary, Qayqayt Elementary, Fraser River Middle, and other schools. Henderson noted that a similar temporary street closure at Lord Kelvin Elementary proved effective in encouraging active transportation, reducing congestion, and fostering community interaction.
City council has directed city staff to collaborate with the Society of Children and Youth BC and School District 40 to identify suitable schools for a pilot program. Staff will report back with recommendations, including details on locations, costs, and potential transportation impacts. Updates to New Westminster's Safe Routes to School maps will also be part of this initiative.
Support for the program was expressed during the Dec. 16 council meeting by local resident Karen Crosby, a member of the New Westminster Climate Action Hub. Crosby emphasized the dual benefits of enhanced student safety and reduced environmental impact through increased active transportation options like walking and cycling. Citing examples from other Canadian cities, she noted that such initiatives have successfully decreased risks of injury near schools while fostering long-term behavioral changes.
The pilot project, which could run for as little as a week, would provide an opportunity for the community to offer feedback and assess its effectiveness. Crosby underscored the need for "space equity" in transportation planning, emphasizing that prioritizing active transport could lead to reduced traffic congestion.
Councillor Nadine Nakagawa expressed strong support for the program, seeing it as an investment in safer neighborhoods for students, families, and school staff. However, Councillor Daniel Fontaine stressed the importance of understanding how temporary road closures might affect surrounding streets and neighboring residents. Fontaine also reiterated his support for the Walking School Bus program, which he believes complements the goals of the School Streets initiative.
The council unanimously approved moving forward with the exploration of the pilot project, signaling a commitment to improving school zone safety and promoting active transportation for local families.
