🐕️ Three Months in on the Six-Month Off-Leash Pilot Program at Albert Crescent Park

Proposed Off Leash
As part of New Westminster’s People, Parks, and Pups Strategy, the city is piloting a shared-use off-leash area in Albert Crescent Park from July 31, 2024, to January 31, 2025. The People, Parks, and Pups Strategy, adopted in 2022, aims to create a balanced approach to sharing New Westminster’s limited park spaces among dog owners and other residents. This pilot program in the Downtown neighborhood is designed to address the challenges of space constraints by allocating specific hours for off-leash dog activity in a designated area of the park.
Designated Off-Leash Hours and Guidelines
For the six-month duration, off-leash hours at Albert Crescent Park are set for 7:00 am - 9:00 am and 5:00 pm - 7:00 pm daily. Outside of these hours, dogs must be leashed, following guidelines established by Animal Care and Control Bylaw No. 7586. This shared-use approach allows both dog owners and other park visitors to enjoy the space throughout the day.
The City has provided essential etiquette tips to ensure a safe, pleasant experience for all park users:
Carry a leash: Owners must have a leash on hand and leash any dog showing aggressive behavior.
Well-trained dogs only: Only dogs with reliable recall and obedience skills should use the off-leash area.
Not suitable for training: The area is not intended for dog training sessions; fenced spaces during quieter times are recommended.
Stay attentive: Owners should actively supervise and keep their dogs within the designated area.
Clean up: Owners are expected to clean up after their pets to maintain the park’s cleanliness.
This pilot project reflects New Westminster’s commitment to finding innovative ways to make parks welcoming for all residents. The feedback gathered during this period will help guide future decisions on shared-use areas for dogs and their owners across the city.
