New Westminster is set to become the first city in British Columbia to regulate the delivery of graphic abortion-related flyers. The city council unanimously supported a bylaw that will require such materials to be delivered inside an opaque envelope, clearly marked with a warning and the senderโ€™s name and address. The bylaw specifically targets unsolicited images of aborted fetuses and does not apply to other offensive graphic content.

This decision follows concerns raised by residents and advocacy from organizations like the Abortion Rights Coalition of Canada. Councilor Ruby Campbell expressed her horror at reports of graphic flyers being delivered without envelopes to numerous homes in New Westminster and Burnaby. She emphasized the potential harm these images can cause, particularly to children and vulnerable individuals.

In September, Campbell and Councilor Tasha Henderson initiated a motion to regulate the unsolicited delivery of graphic images, aiming to provide recipients with a choice about viewing such content. At the December 16 meeting, the council approved three readings of the bylaw and established provisions to enforce it through city ticketing bylaws.

City staff noted that similar bylaws in other Canadian municipalities have successfully deterred the distribution of graphic flyers, with minimal enforcement required. Only one complaint was reported in Okotoks, Alberta, following its bylaw's enactment, and no enforcement action could be taken as the sender was unidentifiable.

Mayor Patrick Johnstone shared feedback from a local resident whose child was distressed by receiving these flyers. He praised the bylaw as a simple but meaningful step to reduce stress for families and protect public safety.

With this move, New Westminster aims to set a precedent for other municipalities in the province to adopt similar measures.

Highlights include ornate ceiling plasterwork, original wallpaper, intricate fireplaces, and authentic household items from the period.

This holiday season, Irving House is dressed in festive Victorian splendor, with holly, ivy, and live music performances in the parlour by talented local musicians. Visitors are invited to join in the festivities by crafting a small decoration for one of the houseโ€™s Christmas trees. Hourly guided tours provide a fascinating glimpse into New Westminsterโ€™s colonial past and the spirit of the season.
